Tenant Stripe setup
Create the tenant's own Stripe account and connect it to Holler. The tenant owns the account, is the merchant of record, and the money lands in their bank — Holler never holds it.
What this does not do
Completing Stripe onboarding does not switch any donation page to live money. The checkout seam stays fail-closed until a human flips it, and for FOL that flip is gated on counsel sign-off (PAYMENTS_COMPLIANCE.md C1 and C9).
